Jacobs has been selected by LA Sanitation and Environment (LASAN) to lead the progressive design-build of the Donald C. Tillman Advanced Water Equalization Basins. This project is a vital component of Los Angeles' ambitious goal to significantly boost recycled water production by 2035.
The Donald C. Tillman Advanced Water Purification Facility (AWPF), another project entrusted to Jacobs, relies on a steady flow of primary effluent to generate purified water for groundwater replenishment. The equalization basins, with a capacity of up to 9.5 million gallons, will stabilize water flow to the AWPF, ensuring optimal operation of the facility’s advanced treatment processes. These initiatives are part of the broader Los Angeles Groundwater Replenishment (GWR) Project.

"Our work with LASAN and the Los Angeles Department of Water and Power on the Groundwater Replenishment Project will help to provide a sustainable and resilient local drinking water supply for Angelinos."
Under the progressive design-build contract, Jacobs will handle all aspects of the project, including design, permitting, construction, startup, and commissioning. Jacobs will collaborate with Kiewit, its lead contracting partner. At the Donald C. Tillman site, Jacobs is currently overseeing contracts worth up to $740 million, which include the AWPF, an educational center, electrical enhancements, and primary equalization tanks.
Jacobs has played a pivotal role in numerous large-scale infrastructure projects across California. These include the Pure Water Project for Las Virgenes-Triunfo, the Alliance for Renewable Clean Hydrogen Energy Systems (ARCHES) to establish a hydrogen hub, and major developments like the Los Angeles World Airports Capital Improvement Program, the award-winning Los Angeles Federal Courthouse, the Delta Conveyance Project, the Sixth Street Viaduct Replacement, and the Port of San Francisco Waterfront Resilience Program.
Recognized as a leader in the field, Jacobs has been ranked No. 1 for the fourth consecutive year on Engineering News-Record's 2024 global Top 50 Program Management Firms list.
