What makes WaterCampus Leeuwarden unique is the close interaction between research, industry and practical application.
At the heart of the ecosystem is Wetsus, a globally recognized research institute where companies and scientists collaborate on new water technologies. Around it, organizations such as Water Alliance help companies connect with international markets and partners.
The Centre of Expertise Water Technology (CEW) links education and industry, helping develop the next generation of engineers and water professionals.
Companies can also test and demonstrate new technologies at the Water Application Centre, where innovations can be validated under real operational conditions.
Together, these organizations create an environment where new ideas can move more quickly from research to pilot projects and commercial scale.
Filling the missing links
Rather than simply attracting companies to the region, we focus on organizations that bring expertise the cluster still needs. In many cases, these are “missing links” in the water technology value chain—technologies or capabilities that complement the research and companies already present.
These gaps can appear across the innovation chain, from advanced treatment technologies and digital monitoring solutions to specialized manufacturing or testing capabilities. By filling these gaps, the ecosystem becomes stronger and more complete, allowing companies to collaborate more effectively and accelerate innovation.
As a result, Northern Netherlands is increasingly functioning as a launchpad for water technology companies looking to scale their innovations into the European market.
Connecting water innovation with other transitions
Water innovation is increasingly linked to other major industrial transitions. In Northern Netherlands, we are connecting water technology with developments in the energy transition and the decarbonization of the chemical industry. These cross-sector collaborations are creating new opportunities for technologies that reduce emissions, recover resources and improve industrial processes.
Several technological areas are particularly important within the regional cluster. These include advanced water treatment and reuse, technologies for alternative water sources such as brackish groundwater treatment, and solutions that enable circular resource recovery from wastewater.
Digitalization is also playing a growing role. Technologies such as artificial intelligence, advanced sensors and digital twins are improving monitoring, maintenance and process optimization in water systems. At the same time, decentralized water solutions are gaining traction, particularly in residential developments and industrial applications.
Supporting companies as they grow
Alongside ecosystem development, access to capital remains essential for water technology companies. Through NOM, the Investment and Development Agency for the Northern Netherlands, we invest in startups and scale-ups that contribute to the development of the regional water technology cluster and the transition toward more sustainable water solutions.
In some cases, we are also prepared to invest when international companies decide to establish operations in Northern Netherlands, particularly when they bring technologies or expertise that fill important gaps in the regional value chain. This is a relatively new strategy for us, aimed at attracting companies that strengthen the ecosystem while giving them the confidence to grow their activities here.
Recent examples include Cobalt Water Global from the United States, which focuses on reducing wastewater treatment emissions of nitrous oxide, a powerful greenhouse gas and super pollutant, and Spectromarine, a company specializing in sensor technology for real-time water quality monitoring. Both have chosen to establish activities at WaterCampus Leeuwarden, bringing complementary technologies to the cluster while benefiting from access to research, testing facilities and European markets.
Once companies are part of the ecosystem, supporting their continued growth becomes equally important. We act as a central point of contact throughout this process, helping companies navigate regulations, connect with the right partners and build their operations in the region. This includes support with site selection, access to talent, permits, financing and introductions to suppliers, customers and knowledge institutions. We also work to support companies as they expand internationally and reach new export markets.
International outreach also plays an important role. Under the TopDutch brand, representing the Northern Netherlands region (Groningen, Friesland and Drenthe) and its focus on innovation-driven solutions to global challenges, we position the region internationally as a leading location for water technology, among other key industries. Together with the Netherlands Foreign Investment Agency (NFIA), we engage with companies at international industry events and connect with organizations looking to scale their technologies in Europe.
