The UK’s Government Commercial Agency (GCA) has appointed ten consultancies — several operating as consortia — across three specialist lots of its Construction Professional Services 2 (CPS2) framework dedicated to flood risk and asset management. The framework was signed in April 2026 and runs to April 2030, reserved exclusively for use by the Environment Agency (EA).
The three Flood Risk and Asset Management (FRAM) lots — Lot 9a (technical services), Lot 9b (environmental services), and Lot 9c (commercial and programme management services) — replace the EA's previous Client Support Framework and create a single integrated route to market for specialist advisory services spanning the full project lifecycle, from early-stage appraisal through to programme delivery. Each lot accommodates eight suppliers.
Seven organisations secured places across all three lots: AECOM, the Arcadis and Tetra Tech Consortium, AtkinsRéalis, Jacobs, Jeremy Benn Associates (JBA Consulting), Mott MacDonald, and the WSP and Binnies Consortium. This common supplier base gives the EA access to integrated expertise across technical, environmental, and commercial disciplines from a consistent set of partners.
The remaining three appointments are each unique to a single lot. Gabbitas Gill Partnership joins the seven others on Lot 9a (technical services). Assystem Energy & Infrastructure joins the seven others on Lot 9b (environmental services). Turner & Townsend Infrastructure completes the roster on Lot 9c (commercial and programme management services).
The appointments support delivery of England's flood defence investment programme, which the government has committed to funding at a minimum of £10.5 billion between 2024 and 2036. The FRAM lots are designed to help the EA protect communities and infrastructure from flooding and coastal erosion, while supporting broader climate resilience and environmental protection objectives.
