Companhia Espirito Santense de Saneamento (CESAN) has awarded ACCIONA the contract for urban sanitation services in eight municipalities in the state of Espirito Santo, in southeast Brazil.
The project consists of wastewater treatment and commercial management support services, benefiting a population of 250,000 people in the eight municipalities, with planned investments of R$540 million (€85 million) over a 23-year contract period.
The contract is structured as a public-private partnership in the form of an administrative concession for the construction, operation and maintenance of the project and is fully aligned with the EU taxonomy for sustainable activities, supporting the transition to a low-carbon economy. The Espirito Santo government aims to use this project to expand access to sanitary sewer services in the eight municipalities to 90% population coverage by 2033.
As part of the contract, ACCIONA will build four wastewater treatment plants (WWTP), 65 wastewater pumping stations and 320 kilometers of water collection pipe networks.
Vast experience
ACCIONA has been operating in Brazil for more than 25 years. Over this period it has developed various major infrastructure projects, such as Terminal 2 at Porto do Açu (in the state of Rio de Janeiro) and the transformation of the historic Júlio Prestes train station in São Paulo into a world-class concert venue.

Its flagship contract in Brazil and one of the largest infrastructure projects in Latin America is the construction of Line 6 of the São Paulo subway, with a planned investment of more than R$19 billion (€1.97 billion). The line will connect Brasilândia, in the north of São Paulo, with São Joaquim station in the city center. As a result, the travel time on this route will be reduced from around an hour and a half by bus to just 23 minutes.
The company has extensive experience in Brazil in sanitation and water treatment projects such as the sanitation system in the Alcântara basin in São Gonçalo, the second largest city in the state of Rio de Janeiro, which included pipe networks, water collection tanks, pumping stations, and WWTP; as well as the design, construction, and operational support for the wastewater treatment system in Santa Cruz do Capibaribe, in the Pernambuco region (in the northeast of the country). In addition, the company has implemented, operated and maintained the cogeneration system at the Arrudas WWTP in the state of Minas Gerais.
In January 2025, Sanepar (the Paraná Sanitation Company) awarded ACCIONA a contract for the concession of sanitary sewer services in 48 municipalities in the western and central-eastern microregions of the state of Paraná, which will improve the health and quality of life for a total population of 252,000 people until 2033.
