Severn Trent Water is preparing to launch a pre market engagement notice, inviting the supply chain to take part in a new generation of capital delivery frameworks worth up to £25bn over the next 8 to 15 years across the Midlands.
The framework will become Severn Trent’s main commercial and delivery vehicle, supporting regulatory outcomes across the AMP9, AMP10 and AMP11 periods. It forms part of England’s Big Upgrade, described as the largest investment in water and wastewater infrastructure in a generation, aimed at improving resilience, meeting demand and protecting the environment.
Alongside the capital framework, Severn Trent will also run a Design Services tender process, intended to align design, delivery and supply chain collaboration from project inception through construction.
Procurement is expected to begin in early 2027. The company said it wants to engage a broad mix of partners, from major international contractors to regional and local SMEs, while ensuring most AMP8 investment continues through incumbent partners to preserve stability during the transition.
Paul Baxter, Capital Delivery Director at Severn Trent, called it a major opportunity for the market to help shape a more integrated and collaborative delivery model. Daniel Foster, Head of Capital Commercial, added that the aim is to blend the strength of established partners with the innovation of newer entrants to the market, describing the effort as a broader push for collaboration and regional value rather than a standard procurement exercise.
