Eight contractors submit bids for Hassyan desalination pipeline works in Dubai

Dubai Electricity and Water Authority (DEWA) has received bids for a package covering the supply, installation, testing and commissioning of glass reinforced epoxy (GRE) water transmission pipelines linked to the Hassyan Seawater Reverse Osmosis (SWRO) plant's second phase. Eight companies took part in the tender, known as Project 1 of the Hassyan SWRO Phase 2 network.

The bids received, from lowest to highest, were:

  • Binladin Contracting Group: AED 335.92 million (about US$91.5 million)
  • Green Oasis General Contracting Co.: AED 345.00 million (about US$94 million)
  • Al Nasr Contracting Co.: AED 391.54 million (about US$106.6 million)
  • Wade Adams Contracting: AED 393.80 million (about US$107.2 million)
  • RMB Contracting: AED 437.96 million (about US$119.3 million)
  • Tristar Engineering and Construction: AED 441.55 million (about US$120.2 million)
  • Shapoorji Pallonji Mideast: AED 451.47 million (about US$123 million)
  • Gulf Petrochemical Services Trading: AED 495.20 million (about US$134.8 million), the highest bid received

Once the evaluation phase concludes, DEWA will move to award the contract under its standard procurement rules.

The pipeline package is intended to connect the Hassyan SWRO Phase 2 facility to Dubai's broader water transmission grid. Beyond installing the GRE pipes themselves, the scope covers all associated civil and mechanical works needed to bring the new plant online within the network, with the goal of boosting capacity and reliability across the emirate's potable water system as demand keeps rising.

The Hassyan plant forms part of a wider push by DEWA to diversify Dubai's desalination base using reverse osmosis technology, which requires substantially less energy than the thermal methods long used across the Gulf. Reverse osmosis capacity has become central to the utility's plans to phase out older, energy intensive desalination units in favour of more efficient, lower carbon alternatives as the emirate's water demand continues to grow.
