The Public Works Authority 'Ashghal' was established in 2004 to be responsible for the planning, design, procurement, construction, delivery, and asset management of all infrastructure projects and public buildings in Qatar.

The Public Works Authority ‘Ashghal’ continues the construction works of the Design and Build Project for the TSE Seasonal Storage Lagoons – Phase 1, where around 75% of the project has been completed so far. 

Eng. Abdulrahman Mohammed Al Sulaiti, Head of Treatment Plants Projects and Treated Water Networks Section in the Drainage Networks Projects Department at Ashghal, stated that the project contributes to maximizing the utilization of renewable water resources, and the optimal use of treated wastewater in line with Qatar National Vision 2030 objectives in the field of environmental sustainability. 

Eng. Al Sulaiti explained that the project would balance the deficit and surplus of treated wastewater (TSE) by storing the surplus during winter months, to be used in the summer when the demand for treated water is high. Treated water is used in irrigation purposes of green spaces and aesthetic plants in public parks and roads, in addition to supplying feed farms with irrigation water. Treated water can be used in cooling systems and work sites to wash sand used in projects and to control dust. 

About project components, Eng. Waled Murad Al Ghoul from the Drainage Networks Projects Department at Ashghal noted that the project consists of five reservoirs with a total storage capacity of 22.5 million cubic metres, which are implemented using recycled excavated material. He explained that the treated water would be supplied to the reservoirs from the Doha South Sewage Treatment Plant through the rising main (D-Line).

Eng. Al Ghoul added that the project includes the construction of an evaporation pond with a capacity of 8.7 million cubic metres, in addition to the pipework, hydraulic components, roads, operation and maintenance buildings facilities, electric sub-stations and others.

It is worth noting that Ashghal had completed works of 75% of the project so far, during which two reservoirs were completed to collect treated sewage effluent. All remaining works of the project are scheduled to be completed during Q4, 2023.

7 million man hours with no injuries 

As a result to Ashghal’s commitment to apply the highest occupational safety and health measures to prevent accidents and work-site injuries, the authority has succeeded in achieving 7 million man-hours without loss time injury (LTI) during the implementation of the TSE Seasonal Storage Lagoon project – Phase 1. The Drainage Networks Projects Department has honored the project’s contractor ‘Hyundai Engineering & Construction Company’.

Notably, the deep excavation works of the project are being implemented at a depth of up to 10 metres below the ground surface, which requires elevating the safety procedures in the work site to ensure workers’ safety.
