Three contractors submit bids for second Hassyan SWRO pipeline package in Dubai

Dubai Electricity and Water Authority (DEWA) has received bids from three contractors for the supply, installation, testing and commissioning of glass-reinforced epoxy (GRE) water transmission pipelines and associated works for the Hassyan SWRO Phase 2 network — Project 2 — in Dubai.

The bids received were:

  • Tristar Engineering and Construction LLC: AED 792,589,867
  • Green Oasis General Contracting Co. LLC: AED 800,022,435
  • Wade Adams Contracting L.L.C.: AED 989,653,000

The contract covers the supply, installation, testing and commissioning of GRE water transmission pipelines and associated infrastructure forming part of the Hassyan Seawater Reverse Osmosis (SWRO) Phase 2 network. The project is intended to strengthen Dubai’s potable water transmission system by connecting the planned desalination facility to the existing water distribution network.

The scope of work includes engineering, procurement, installation, testing and commissioning of large-diameter GRE water transmission pipelines, along with the civil, mechanical, electrical and ancillary works required to complete the project.

The Hassyan SWRO Phase 2 development is part of DEWA’s broader strategy to enhance Dubai’s water security by expanding seawater reverse osmosis capacity, improving network reliability and meeting growing demand for sustainable potable water supplies.

DEWA earlier received bids for Project 1 of the Hassyan SWRO Phase 2 water transmission pipeline network, covering a separate package of pipeline and associated infrastructure works. Together, the two packages are expected to play a key role in delivering water from the new desalination plant to consumers across Dubai.

Following the evaluation of bids, DEWA is expected to award the contract to the successful bidder in line with its standard procurement procedures.
