Saudi Water Partnership Company (SWPC) is pleased to announce the successful completion of the technical and financial evaluation for the development of the Hadda and Arana Independent Sewage Treatment Plant Projects. The two projects will be implemented under a Build-Own-Operate-Transfer (BOOT) model with private sector participation.
The results are announced after the completion of a comprehensive evaluation of all bids received on 31 July 2025, which resulted in the selection of Miahona’s consortium as the Preferred Bidder and Metito’s consortium as the Reserved Bidder for the Arana ISTP Project. Whereas for Hadda ISTP Project, the Metito’s consortium is selected as the Preferred Bidder and Miahona’s consortium is selected as the Reserved Bidder.
The following are the treatment tariffs submitted by the consortia for each project:
Hadda ISTP Project

Arana ISTP Project

With each project including a complete treated sewage effluent (TSE) reuse system, it represents 27% of the levelized cost of the Preferred Bidder for the Hadda ISTP, and 31% of the levelized cost of the Preferred Bidder for the Arana ISTP.
SWPC highlights that these results come in preparation for commencing the commercial closing procedures for the two projects with the winning consortia during the upcoming period., as part of its efforts
Tendering these two projects aims to increase wastewater treatment capacity serving Makkah City and the Holy Sites. This comes as part of SWPC’s efforts to strengthen partnership with the private sector and support the Kingdom’s Vision 2030, through developing sustainable infrastructure and enhancing the efficiency of water resources management.
