The Saudi Water Partnership Company (SWPC) is pleased to announce the receipt of five competitive bids for the development of the Hadda and Arana Independent Sewage Treatment Plant (ISTP) projects in the Makkah Province. The bids were submitted by following consortia comprising both local and international companies, with each consortium submitting a separate proposal for each project:
1. Al Fanar Company CJSC and Civil Woks Company LLC (CWC)
2. GS Inima Company and Alkhorayef Water and Power Technologies Company
3. Hassan Allam Holding and TAWZEA
4. Miahona Company, Marafiq Company and Buhur for Investment Company
5. Metito Utilities Limited Company, Etihad Water and Electricity Company PJSC and SkyBridge Limited Company.
The submitted proposals will now be comprehensively evaluated to determine the winning consortia. Following the announcement of preferred bidders, agreements will be signed and development of the projects is expected to commence next year, with commercial operations targeted for 2028.

The initial design capacity of the Arana ISTP is 250,000 cubic meters per day, expandable to 500,000 cubic meters per day, while the Hadda ISTP is designed for 100,000 cubic meters per day, expandable to 250,000 cubic meters per day. Both projects also include the development of treated sewage effluent (TSE) reuse systems, including transmission pipelines and storage tanks, aimed at maximizing water reuse in various applications, particularly agricultural irrigation across the Kingdom.
This milestone follows the issuance of the Request for Proposal (RFP) documents for both projects in January 2025, as part of SWPC’s commitment to develop water infrastructure through Public-Private Partnership (PPP) based on the Build-Own-Operate-Transfer (BOOT) model for a duration of 25 years.
SWPC affirms its continued commitment to attracting local and international investment, and to enhancing partnership opportunities with the private sector in the development of critical infrastructure projects and to improve services. These efforts directly support the Kingdom’s ambitions to ensure the sustainability of water resources, in line with the Kingdome’s Vision 2030 and the National Water Strategy 2030.
