Saudi Water Partnership Company is responsible to procure PPP water infrastructure projects and the offtaker for all water delivered by the private and public sector in Saudi Arabia, in addition to offering PPP transaction advisory services.

Saudi Water Partnership Company (SWPC) announced that it has received three bids from private sector entities for the development of the Riyadh–Qassim Independent Water Transmission Pipeline (IWTP) Project.

The bidders include a consortium comprising Al Jomaih Energy and Water Co. Ltd, Alkhorayef Water and Power Technologies, Al Bawani Capital Company, and Buhur for Investment Company; a consortium comprising Lamar Holding, Etihad Water and Electricity Company, and Shaanxi Construction Engineering Group Corporation Limited; and Vision International Investment Company.

The Riyadh–Qassim IWTP is designed to strengthen water infrastructure in Riyadh and Al-Qassim, supplying drinking water to both regions. The pipeline will have a transmission capacity of 685,000 cubic meters per day and extend over 859 kilometers. It will feature bi-directional flow, aligning with the Ministry of Environment, Water and Agriculture’s strategy to interconnect regions across the Kingdom and secure a reliable, sustainable water supply.

As part of the project, six strategic storage tanks with a total capacity of 1,020,000 cubic meters will be constructed in Riyadh, alongside 32 operational tanks along the pipeline route with a total capacity of 571,000 cubic meters. The initiative will also integrate solar power solutions to help reduce carbon emissions while drawing on the electricity grid.

Tendered under a Build, Own, Operate, and Transfer (BOOT) model, the project attracted interest from 31 companies, including 19 based in Saudi Arabia. Commercial operation is expected to begin in the first quarter of 2030, with a concession period of 35 years starting from that date.
