AECOM has appointed Jill Hudkins as the chief executive of its newly formed Water & Environment Advisory global business line. This move is a key part of AECOM's growth strategy, which focuses on leveraging its technical expertise and strong client relationships to build complementary, high-value businesses.
The new Water & Environment Advisory business will guide clients through complex water and environmental management challenges. It will draw on AECOM’s established expertise in water, environmental engineering, and environmental science, areas in which the company has consistently ranked first according to Engineering-News Record. The business will focus on high-growth areas such as digital water asset management, environmental permitting, PFAS remediation, and water solutions in high-tech environments.
Troy Rudd, AECOM's chief executive officer, expressed enthusiasm for Hudkins' appointment, noting her experience and leadership are crucial to the company’s goal of doubling its water capabilities in the next five years. Rudd stated, “Jill’s appointment, along with our commitment to investing in key resources to expand our capabilities, sets the foundation for similar success in this new business line.”
Hudkins, who previously served as President at Tetra Tech, brings over 25 years of experience in water, environment, and sustainable infrastructure. She played a pivotal role in advancing digital applications and data analytics during her time at Tetra Tech, including the rapid growth of its Digital Water practice.

Hudkins holds advanced degrees in Civil and Environmental Engineering from MIT and Duke University and serves on the University of Miami’s College of Engineering Academic Review Committee.
