AI-powered digital tools boost transboundary water management in Southern Africa

The International Water Management Institute (IWMI) and the Limpopo Watercourse Commission (LIMCOM) have jointly deployed two advanced digital platforms to strengthen water security across the four nations sharing the Limpopo River Basin: Botswana, Mozambique, South Africa and Zimbabwe.

The centrepiece of the initiative is the Limpopo Digital Twin, a dynamic digital replica of the river basin that draws on hydrological, climatic, irrigation and water use data to deliver near real-time operational intelligence. Described as the first fully mature digital twin of a river basin on the African continent, the platform is openly accessible and designed to support water planning at multiple scales.

Integrated within the Digital Twin is WaterCopilot, a conversational AI agent developed in collaboration with Microsoft. The tool enables water managers to interrogate complex basin datasets using everyday language, including English and Portuguese, removing the technical barrier that has historically limited access to hydrological data for non-specialist users.

Together, the two platforms represent a shift in how transboundary water governance can function. Rather than relying on slow, resource-intensive modelling cycles, decision-makers in the basin now have access to a shared digital infrastructure capable of generating actionable insights in near real time.

A third component, the Water AI project, adds a forward-looking layer to this digital ecosystem. Part of the CGIAR AI Hub based in Abu Dhabi and connected to the UAE's AI Ecosystem for Global Agricultural Development, Water AI uses artificial intelligence to accelerate hydrological model calibration, a process that traditionally takes months. The Limpopo basin has been selected as the primary demonstration case for this initiative in Southern Africa.

The rollout positions LIMCOM and its member states among the leading adopters of AI-driven water governance tools globally, offering a potential model for other transboundary river basins facing growing climate and water security pressures.
