Bowman Consulting Group has announced the acquisition of FCS Group, a Redmond, Washington-based company specializing in financial, management, and economic consulting for the public sector. FCS Group, led by President and Principal John Ghilarducci, focuses on utility rate and fee advisory services, financial and economic planning, and infrastructure funding consultation.
FCS Group serves a diverse client base, including urban and rural government agencies, municipal authorities, and communities with unique commercial and industrial requirements. Their expertise includes developing comprehensive financial assessment tools, long-term capital funding strategies, and cost-of-service rate analyses for water, energy, and waste services. Since its establishment in 1988, FCS has completed over 4,000 engagements for more than 650 public and quasi-public clients across the western United States, employing a team of 35 professionals in Washington, Oregon, and Colorado.

The acquisition, financed through a mix of cash, seller notes, and equity, is expected to contribute approximately $7.0 million to Bowman’s annual net service billings and be immediately accretive.
