In a formidable moment for the water infrastructure industry in the Community of Madrid, Spain, the renowned construction company Dragados, in a joint venture with Drace Geocisa, finds itself as the best valued bidder, with a total score of 95.69 points, in the evaluation of one of the most ambitious projects of the Community of Madrid and Canal de Isabel II, reports iAgua.
The improvement of the Drinking Water Treatment Plant of Colmenar Viejo (Madrid), which supplies water to more than 3 million people in Madrid, is the subject of the tender, which has a budget of €298,654,895. In the evaluation process, the joint venture led by Dragados came in first place after competing with prestigious companies such as Sacyr, ACCIONA, OHLA and FCC, which also submitted bids for this project, one of the most important in the 2020-2021 bidding plan drawn up by the Community of Madrid to reactivate the economy after COVID-19 the health crisis, with a budget of €1.7 billion.
According to the final bid evaluation report published by Canal de Isabel II, Sacyr's bid obtained the highest economic score (70 points) and heads this economic evaluation list, with Dragados in second place, just a few tenths of a point behind (69.77 points). ACCIONA's technical proposal (in a joint venture with Ferrovial and Cadagua) came third, after Dragados' proposal. However, according to the total evaluation, Dragados is the favourite candidate, with 95.69 points, to be awarded the project, followed by Sacyr with the second best evaluated bid in total (92.09 points), and ACCIONA with the third (90.52 points).
Pending the final award decision, only one of the bidding companies will execute the tender project, as it is distributed in a single lot, a decision that Canal de Isabel II took to anticipate the "risk of seriously undermining the correct execution of the contract", and to ensure optimal coordination in the process, which will last five years.
At this stage, the technical and economic evaluation report has requested further information and other requirements from the bidding companies. If awarded the contract, the joint venture between Dragados and Drace Geocisa will carry out one of the most ambitious projects of the Community of Madrid, in terms of budget, scope of public works and return in the quality of life of the people of Madrid.
