Dubai Municipality has issued requests for proposals (RfPs) to prequalified developers and developer consortia for the Phase II Links Package of the Dubai Strategic Sewerage Tunnels (DSST) project. The move represents a further stage in the expansion of Dubai’s wastewater infrastructure.
The Phase II Links Package covers development, financing, design, engineering, procurement, and construction (EPC), as well as the ownership, operation, and maintenance of the assets.
The DSST is being delivered as a public-private partnership (PPP) project and is estimated to require capital expenditure of approximately AED30 billion ($8 billion), with a total lifecycle cost of around AED80 billion.
The project scope includes the construction of 75km of deep wastewater tunnels, comprising the Bur Dubai Deep Tunnel (50km) and the Deira Deep Tunnel (25km). Supporting infrastructure includes 140km of link sewers and two terminal pump stations. Once completed, the tunnels are expected to reach depths of up to 90 metres below ground. The bid submission deadline has been set for April 30.
According to Dubai Municipality, the DSST is intended to modernise the emirate’s sewerage network by shifting from a pumped system to a gravity-based system and decommissioning existing pump stations. The project forms part of Dubai’s long-term infrastructure planning and is intended to increase wastewater management capacity to accommodate future urban development.
