The European Commission has approved a payment of €846 million from the EU Solidarity Fund (EUSF) to support Spain's recovery following the severe floods that affected the Valencia region in October 2024. The funding comes in addition to a €100 million advance payment provided in March 2025 to help launch emergency response and reconstruction activities.
The financial support will reimburse eligible emergency and recovery measures implemented since the first day of the disaster. These include the repair of essential infrastructure such as roads, bridges, and water and energy networks, as well as temporary accommodation for displaced residents, flood prevention improvements, environmental clean-up, and the protection of cultural heritage sites.
The October 2024 floods were triggered by an extreme weather event known in Spain as a DANA (depresión aislada en niveles altos), which brought exceptionally intense rainfall over several days. The flooding resulted in more than 230 fatalities and caused extensive damage to homes, public buildings, businesses, and critical infrastructure across the region.
The Commission had proposed a total allocation of €945 million from the EUSF for Spain in October 2025. Following approval by the European Parliament and the Council, the remaining €846 million has now been cleared for payment, representing the second largest allocation ever made through the EU's disaster recovery instrument.
Commenting on the decision, European Commission President Ursula von der Leyen said: “The floods in Valencia were a European tragedy. This is why we are working on a European recovery effort. The funding we have just approved will help rebuild what the disaster destroyed. It also serves as a concrete expression of EU solidarity with our Spanish friends who still carry the weight of loss and grief. To Spain, today and tomorrow: Europa está con vosotros.”
The Commission stated that the funds will be transferred to Spain in a single payment in the coming days.
