Kuwait has reached a new milestone in the procurement process for the Al Khairan Phase 1 Independent Water and Power Producer (IWPP) project, as authorities have opened the bids submitted for the development of the large-scale water and energy facility, reports Zawya.
According to local media reports, the Kuwait Authority for Partnership Projects (KAPP), in coordination with the Ministry of Electricity, Water and Renewable Energy (MEWRE), received proposals from two competing consortiums for the project.
The Al Khairan Phase 1 development is planned to include a power generation facility with a capacity of 1,800 megawatts (MW), alongside a desalination plant capable of producing 125 million imperial gallons of water per day (MIGD). The project forms part of Kuwait's efforts to expand its utility infrastructure and support future demand for electricity and potable water.
The bidders include a consortium led by Abu Dhabi National Energy Company (TAQA), together with A. H. Al Sagar & Brothers and Japan's JERA. The second proposal was submitted by a group led by Saudi Arabia’s ACWA Power in partnership with Gulf Investment Corporation (GIC).
The submitted proposals will now undergo a technical assessment, a process expected to last around one month. Following the completion of this stage, the financial offers will be opened and reviewed.
The tender attracted significant market interest during its development phase. Three consortiums and two individual companies had previously been prequalified to participate in the competition.
The request for proposals (RFP) was issued in August 2025. Since then, the submission deadline was extended on three occasions, moving from the original date of 31 December 2025 to 31 March 2026, then to 30 April 2026, and finally to 31 May 2026.
The project is expected to play a key role in strengthening Kuwait's long-term water and power supply capacity.
