Peru’s private investment promotion agency ProInversion is looking for private partners interested in developing a US$96.5m wastewater treatment plant.
This project aims to expand and improve the wastewater treatment and final disposal services, benefiting 345,000 residents in seven districts of that province.
The PTAR Chincha project requires an estimated investment of US$ 96.5 million (excluding VAT) for the design, financing, construction, operation, and maintenance of approximately 21 kilometers of main collection networks and pumping lines, a pumping station, two new wastewater treatment plants with a total average capacity of 0.6 cubic meters per second, as well as 7.7 kilometers of lines for the final disposal of treated wastewater.
More than 340,000 residents of Chincha Alta, Chincha Baja, Grocio Prado, Pueblo Nuevo, Alto Larán, Sunampe, and Tambo de Mora will benefit from a reduction in waterborne diseases caused by improperly treated wastewater and the decontamination of water bodies. This will contribute to a better quality of life and local economic development.
After the declaration of public interest, interested third parties will have 90 calendar days to submit their expressions of interest to participate in the project. If one or more third parties express interest within the given period, Proinversión will proceed with a selection process. If no interested parties come forward, the project will be awarded directly to the proponent, who has international recognition and experience in operating wastewater treatment plants.
The State will co-finance the entire investment and part of the operation and maintenance component through the Ministry of Housing, Construction, and Sanitation (MVCS). Meanwhile, SUNASS (the national sanitation regulator) will set the tariff associated with the project to ensure its long-term sustainability.
The project, which was incorporated into the private investment promotion process in 2022, has received favorable opinions from the Ministry of Housing, Construction, and Sanitation (MVCS), the Ministry of Economy and Finance (MEF), the National Superintendency of Sanitation Services (SUNASS), and the Comptroller General's Office (CGR).
María del Pilar Caballero, Director of Projects at Proinversión, mentioned that the structuring of PTAR Chincha was supported by technical assistance from the Inter-American Development Bank (IDB). The concession will last for 24 years: four years for design, financing, and construction, and 20 years for operation and maintenance.
