Portsmouth Water, the UK utility company responsible for water supply and distribution in the City of Portsmouth, has announced on its website a significant procurement process, seeking suppliers for extensive infrastructure works and the installation of smart water meters. This procurement is divided into two main contracts, both of which are expected to commence in August 2025.
Valued at £136.5 million over a five-year period, with the possibility of a five-year extension, this procurement represents a substantial investment in Portsmouth Water’s infrastructure. The universal metering programme aims to deploy advanced smart meter technology to enhance operational efficiency, improve customer service, and promote water conservation. This initiative is particularly crucial for the Portsmouth area, which was designated as an area of 'serious water stress' by the Environment Agency in 2021.
Key contracts
Lot A: Infrastructure Term Service Contract
This contract encompasses a wide range of services including the renewal and replacement of water mains, installation of new water mains, service pipes and connections, as well as extensions, diversions, repairs, and maintenance. Additionally, it includes ad hoc installations of smart water meters.
Lot B: Smart Water Meter Installation
Focused on the installation and commissioning of smart water meters, this contract also covers deployment planning, strategic delivery, and overall management of the rollout.
Suppliers can bid for either one of the contracts or both.
Interested suppliers must submit their bids through the Delta platform by 11pm on 17th June 2024.
