Portugal's first seawater desalination plant to begin construction

Construction for mainland Portugal’s first Seawater Desalination Plant (EDAM) in Faro is set to begin after receiving approval from the Portuguese Environmental Agency (APA). This development follows the final environmental conformity (DCAPE) granted in late 2025, confirming the project's technical and environmental soundness. The initiative is part of the Portuguese Government’s broader climate adaptation strategy and aligns with European sustainability, water efficiency, and energy transition policies.

The project is led by a Joint Venture (ACE), including GS Inima, Lusagua, and Aquapor, bringing together expert knowledge to establish the country as a leader in water management and climate resilience.

The new plant will use cutting-edge reverse osmosis technology to turn seawater into a reliable and high-quality water source. Designed with sustainability in mind, the plant will incorporate advanced energy recovery systems and high-efficiency equipment to minimise its carbon footprint. With an initial capacity of 16 hm³ per year (around 43,800 m³/day) and the potential to scale up to 24 hm³ (over 65,700 m³/day), the plant will provide a crucial alternative water supply, helping ease pressure on the Algarve's freshwater resources.

In addition to its technical capabilities, the project ensures the protection and enhancement of the region’s heritage. Efforts will be made to monitor and preserve any archaeological, cultural, or landscape elements discovered during the construction process, ensuring that modern infrastructure development respects the region's identity and history.

Construction will start this week, with the plant expected to be fully operational by 2028. The partnership between Águas do Algarve and the GS Inima-led consortium will ensure that the desalination plant contributes to the region’s sustainable growth for years to come.
