Qatar General Electricity and Water Corporation (Kahramaa) has entered into a strategic partnership with QatarEnergy, Qatar Electricity and Water Company (QEWC), and Sumitomo Corporation—acting on behalf of the Luluah Sky Energy Holding consortium—for the development of the Ras Abu Fontas Independent Water and Power Plant (IWPP), according to Zawya.
Valued at 13.5 billion Qatari riyals ($3.7 billion), the new facility is designed to produce 2,400 megawatts (MW) of electricity and desalinate 110 million imperial gallons of water per day (MIGD).
Back in November 2024, Zawya Projects reported that QEWC had finalized a 25-year power and water purchase agreement (PWPA) with Kahramaa for the Facility E IWPP project located in Ras Abu Fontas, south of Doha. According to the report, the project is being executed by a consortium led by Sumitomo Corporation and including Shikoku Electric, Korea Southern Power Company (KOSPO), and Korea Overseas Infrastructure & Urban Development Corporation (KIND).
The QNA report stated that the project’s commissioning would unfold in three phases. “The first 836MW power phase [is] scheduled to come online by 25 April 2028.” It further noted that the entire power generation system is expected to be completed by 1 June 2029, while the water desalination units are set to begin operations by 1 August 2028.
Once operational, the Ras Abu Fontas IWPP is projected to contribute around 23 percent of Qatar’s total electricity supply and 20 percent of its potable water production.
