The Saudi Water Partnership Company (SWPC) invites expressions of interest (EOI) for the planned development of the Rabigh 4 Independent Water Project (IWP).
The desalination plant, to be located in Rabigh, 180 km northwest of Makkah, on the coast of the Red Sea in the Western Province of the Kingdom, will be designed using reverse osmosis seawater desalination technology.
In a company statement, the SWPC said it will select the project developer (or consortium) through a competitive tender process, to commission the development, financing, procurement, implementation, operation and maintenance of the project.
The planned capacity of the Rabigh 4 IWP is 600,000 cubic metres of potable water per day. The Saudi Electricity Company’s high voltage network will provide the power supply to the project, which will comprise a desalination plant and associated facilities.
The successful bidder would develop the project and sell the entire capacity and output to SWPC under a 25-year concession pursuant to a Water Purchase Agreement (WPA). SWPC’s obligations under the WPA will be supported by a credit support agreement from the government of the Kingdom of Saudi Arabia.
Interested parties are invited to express their interest to participate in the tender process by June 30, 2021.
SWPC is advised by KPMG Professional Services (as Lead Advisor and Financial Advisor), Eversheds Sutherland (International) LLP (as Legal Advisor); and WSP (as Technical Advisor).
