The Scottish Government has launched a £180 million procurement framework for civil engineering projects valued at up to £5 million, reports New Civil Engineer.
Developed in collaboration with internal and external stakeholders, the framework will establish a dynamic purchasing system for civil engineering work across the Scottish public sector.
The framework, set to last 72 months (six years), covers projects throughout Scotland, including the Highlands and islands. It is divided into six Lots, each worth £30 million, and will involve appointing a minimum of five suppliers per Lot. Interested suppliers will need to specify which geographical areas (up to a maximum of 32 council areas) they wish to cover, as well as the value bands they intend to operate within.
To qualify, suppliers must submit at least one relevant project example from the past five years, demonstrating that the project's value matches or exceeds the highest value band they are applying for within each Lot.
The framework is organized into the following six Lots:
- Lot 1: General civil engineering projects up to £5 million, covering activities such as earthworks, site clearance, drainage systems, fencing, footpaths, paving, and landscaping.
- Lot 2: Roadworks and related projects up to £5 million, including road construction, repairs, and maintenance, as well as safety and signaling systems.
- Lot 3: Structural engineering projects up to £5 million, covering bridge construction and maintenance, retaining structures, foundations, and temporary works.
- Lot 4: Geotechnical services up to £5 million, focusing on foundations, ground stabilization, investigations, and monitoring.
- Lot 5: Civil engineering works with utilities up to £5 million, including public utilities, lighting, ducting, and traffic control systems.
- Lot 6: Marine, coastal, and flood-related projects up to £5 million, covering harbor works, coastal defenses, river regulation, and flood control.
Each Lot is further divided into five value bands, with suppliers required to meet specific annual turnover thresholds to qualify for each band:
- £0 - £100,000 (minimum turnover £200,000)
- £100,000 - £250,000 (minimum turnover £500,000)
- £250,000 - £1 million (minimum turnover £2 million)
- £1 million - £2.5 million (minimum turnover £5 million)
- £2.5 million - £5 million (minimum turnover £10 million)
