Severn Trent Water has issued a tender for the design, supply and installation of impermeable cover systems for wastewater and water treatment tanks, as part of its AMP8 Net Zero Investment Programme to reduce process emissions across its treatment assets.
The UK utility is seeking to establish a framework agreement with up to four suppliers. The contract has an estimated value of £37.4 million excluding VAT (£44.9 million including VAT) and could run for up to eight years, with an initial four-year term beginning in January 2027 and options to extend.
The covered assets will include Activated Sludge Plant lanes and Liquor Treatment Plant tanks, both of which are continuously operating infrastructure containing biologically active, aerated liquors that release off-gases during normal treatment processes. The programme targets a reduction of approximately 19,618 tCO₂e, with a further site operated by subsidiary Hafren Dyfrdwy carrying a separate regulatory commitment expected to contribute an additional reduction of roughly 411 tCO₂e.
Cover and treat solutions are planned across approximately 23 sites. Any cover solution must be compatible with live operational conditions and must not compromise process performance, maintenance access or safety requirements.
Suppliers will be responsible for the full scope of delivery, from design and fabrication through to installation, testing, commissioning and documentation. Structural suitability assessments of existing tanks will also be required, though intrusive remediation works are not currently anticipated.
The procurement follows a competitive flexible procedure. Interested parties must submit requests to participate by 22 July 2026 through the Severn Trent SAP Ariba portal. The authority expects to shortlist a minimum of seven suppliers for the subsequent proposal stage, with award decisions anticipated in January 2027.
