In a landmark move to reform England’s water sector, the UK Government has announced an immediate ban on bonuses for senior executives at six major water companies that have failed to meet performance standards. Under the new rules, which took effect on June 6th under the Water (Special Measures) Act, the senior executives of Thames Water, Anglian Water, Southern Water, United Utilities, Wessex Water, and Yorkshire Water will not be allowed to take bonuses.

Over the past decade, water company bosses awarded themselves more than £112 million in bonuses, despite continued failures to curb pollution and improve customer outcomes. In 2024 alone, executives received a combined £7.6 million in incentive payments.

“Water company bosses, like anyone else, should only get bonuses if they’ve performed well, certainly not if they’ve failed to tackle water pollution,” said Environment Secretary Steve Reed. “Undeserved bonuses will now be banned as part of the Government’s plan to clean up our rivers, lakes and seas for good. Promise made, promise delivered.”

The new legislation ensures that bonuses are automatically banned when a company:

  • Fails core environmental standards or causes serious pollution,
  • Lacks basic financial resilience,
  • Falls short of consumer service expectations, or
  • Is convicted of environmental offences.

Ofwat, the UK’s water regulator, now has the authority to direct companies to claw back bonuses that are paid in violation of these rules. Non-compliance will trigger enforcement action.

This crackdown is part of the Government’s broader Plan for Change. £104 billion in investment—the largest since privatisation—have been secured to modernise the UK’s water infrastructure and cut sewage discharges by nearly half over the next five years.

While the ban reflects the government’s tougher stance on accountability, it maintains incentives for well-performing companies to attract talent and deliver much-needed upgrades. Companies that meet Ofwat’s performance benchmarks will remain eligible to offer executive bonuses.

The new policy sends a clear message: executive rewards must reflect results—not failure. With public trust in the water sector eroding amid repeated pollution scandals, today’s announcement marks a critical step in restoring integrity, environmental responsibility, and financial discipline to the industry.
