Canal de Isabel II, the Spanish public company responsible for managing the complete water cycle across nearly the entire Community of Madrid, has launched the tender for the operation and maintenance of the Viveros de la Villa and La Gavia wastewater treatment plants (WWTPs), two key facilities within Madrid’s sanitation system. The total value of the contract, including taxes, is €75,236,229.67, and it is divided into two lots, which may be awarded independently. Both contracts have an initial duration of five years, with the possibility of a two-year extension.
The Viveros de la Villa WWTP, which corresponds to the first lot, serves part of northeastern Madrid. Its operation is essential in a densely populated and urbanized area, requiring constant technical monitoring. The tender demands rigorous control over all treatment processes—from wastewater collection and purification to final sludge and waste management. The awarded company will also be responsible for comprehensive maintenance of all electromechanical, electrical, and monitoring systems, including the use of IBM Maximo corporate software for digital task traceability.

The second lot focuses on the La Gavia WWTP, located in the Villa de Vallecas district, one of the areas experiencing the most urban growth. This facility entails higher technical requirements, including advanced treatment of nutrients such as nitrogen and phosphorus, and the implementation of water reuse systems, in line with the Community of Madrid’s circular economy goals. The plant, which serves rapidly expanding neighborhoods, must also integrate industrial processes under environmental control, such as reagent management and treatment of special discharges.
Both facilities are subject to stringent environmental, labor, and documentation control protocols. Access management, subcontractor coordination, risk prevention, and waste documentation are all part of the daily responsibilities the awarded companies will face. All of this must be handled within a digital ecosystem that requires real-time connectivity, mobile tools for technical staff, and integration with Canal’s IT systems via the corporate network.
Bids must be submitted exclusively online by 2:00 p.m. on July 7, 2025, through the Community of Madrid’s public procurement portal, where all technical and administrative documentation is already available.
