Stantec, a global leader in sustainable design and engineering, has been selected by the City of Toronto, in partnership with the Toronto and Regional Conservation Authority (TRCA), to oversee the replacement of two bridges crossing Black Creek at Jane Street and Scarlett Road. The project scope includes preliminary and detailed design, tendering, and construction, along with slope stabilization, channel improvements, roadway modifications, bikeway upgrades, utility relocations, and the restoration of public trails and park amenities. Additionally, public art installations will be incorporated. The contract is valued at C$12.5 million.
Strengthening flood resilience in a high-risk area
The initiative targets Rockcliffe-Smythe, one of Toronto’s most flood-prone neighborhoods, which has experienced multiple severe flooding events in recent years, including in 2013, 2019, 2020, and 2024. Developed in the post-World War II era, the area was built near rivers and within floodplains, a practice that has led to recurring flood issues. Flooding occurs when Black Creek and Lavender Creek overflow due to extreme weather conditions. To mitigate future flooding, efforts will focus on widening and deepening flood channels, as well as upgrading bridges and culverts. These measures align with Toronto’s Basement Flooding Protection Program, in which Stantec has played a key role in three of six related projects across the city.
“Replacing the bridges at Scarlett Road and Jane Street are an important piece of the overall flood mitigation approach for Rockcliffe-Smythe,” said Peter Erceg, project manager at Stantec. “With these improvements we will help make the community more resilient, while improving transportation connections to the surrounding city.”
A multidisciplinary team from Stantec will contribute to the project, bringing expertise from structural engineering, civil and road engineering, traffic engineering, landscape architecture, electrical engineering, and environmental engineering. Staff from across the Greater Toronto Area and Ontario will be involved in delivering the project.
