The engineering and design firm Stantec has been selected to lead the design of a new pump station and an 11 mile recycled water pipeline in San Bernardino County, California, as part of a wider effort to strengthen regional water supply resilience.

The project, commissioned by the Inland Empire Utilities Agency, will transport recycled water from the City of Rialto’s wastewater treatment plant to a proposed advanced water purification facility in Rancho Cucamonga. Once operational, the system is expected to deliver up to 10 million gallons of recycled water per day.

The new infrastructure forms part of IEUA’s Chino Basin Program, which aims to improve long term water reliability in southern California through increased reuse. Stantec will act as design lead under a progressive design build model, working alongside its construction partner Rados.

“IEUA is setting a new standard for water reuse and resource management, and we’re honored to play a role in this transformative effort,” said Umesh Murthy, engineering lead for Stantec. “This project represents more than just infrastructure—it’s a commitment to the future of water in Southern California.”

The pipeline will cross several communities, including Rialto, Fontana, Bloomington and Rancho Cucamonga, requiring coordination with local authorities and utilities. The scope of work also includes the design and construction of a new pump station and new connections to both the existing Rialto treatment plant and the future purification facility.

Stantec and Rados have previously worked together on a number of California water infrastructure schemes, including recycled water and wastewater projects in Modesto and San Jose.

“We’re pleased to partner with Stantec to help build a more resilient and sustainable water future for the Inland Empire,” said Jeff Peel, project manager for Rados. “Together, the Stantec-Rados team brings decades of shared experience and a proven track record of delivering complex water infrastructure projects.”

Final commissioning and completion of the Rialto pipeline and pump station are expected by 2031.
