Thames Water launches £70m anaerobic digester refurbishment tender

Thames Water Utilities Limited has launched a procurement process to establish a multi-supplier framework agreement worth an estimated £70 million, aimed at delivering inspection, repair, refurbishment and upgrade works across its portfolio of anaerobic digester assets.

The tender notice sets out plans for a single-lot framework covering digesters and associated infrastructure across the utility's operational estate in London and the South East of England. The agreement is expected to begin in February 2027 and run for an initial four-year term, with options to extend up to a total of eight years.

The scope of works is broad. Appointed suppliers will be expected to handle everything from decommissioning and sludge removal through to structural repairs, mechanical and electrical upgrades, and the installation of improved gas management and emissions control systems. Testing, commissioning and the delivery of full as-built documentation are also included.

A notable feature of the framework is the recognition that the full extent of refurbishment works cannot always be determined in advance. In many cases, the scope will only become clear once decommissioning, cleaning and detailed internal inspection have been completed, requiring suppliers to work collaboratively with Thames Water to develop and refine solutions based on findings on the ground. Bidders will also be expected to manage temporary works, access solutions and cranage, as well as the safe removal and disposal of sludge, grit and associated waste in compliance with applicable regulations. Interested companies must first submit a request to participate by 9 July 2026.

The framework reflects the central role anaerobic digestion plays in sludge treatment operations at Thames Water, one of the United Kingdom's largest water and wastewater utilities. Works will need to be coordinated carefully across sites to ensure that only a limited number of digesters are taken offline simultaneously.
