The water business of ACCIONA concentrates on water treatment and reverse osmosis desalination, a technology in which it is the world leader.

The consortium consisting of ACCIONA Agua (50%) y VINCI Construction Grands Projets (50% share and lead contractor) won the contract for the design-build portion of phase 1 for the Nhieu Loc-Thi Nghe wastewater treatment plant, in Ho Chi Minh City (Vietnam) which will have a peak capacity of 34,000 cubic metres per hour.

The design-build portion of the contract is set to take five years for completion, including the starting-up process and acceptance of works. The project also calls for operating and maintaining the facility for a five-year period.

The contract, which is financed by the World Bank, is worth €200 million and was signed in Ho Chi Minh City on 8 March 2019. This wastewater treatment plant project will include a pumping station, biological treatment, disinfection, sludge treatment, odour treatment as well as connection to the city’s sewage system.

The plant, which will treat wastewater from the Nhieu Loc-Thi Nghe Basin, will be an essential part of Ho Chi Minh City’s second environmental plan and will benefit more than a million residents.

The project will include the hiring of up to 800 local labourers at peak periods. Also, nearly 25,000 hours of training are planned to ensure everyone’s safety at the worksite as well as the completed structure’s quality at delivery.

Although Vietnam is rich in water, supply is problematic as weather and terrain hamper storage. As a result, modernisation of the infrastructures is one of the central axes of the water management policy implemented in Vietnam in recent years; this wastewater plant is part of that process.

Southeast Asia

The Ho Chi Minh City wastewater plant is the first contract obtained by any of ACCIONA's divisions in Vietnam, and it further strengthens the company's footprint in Southeast Asia, a market with considerable potential for infrastructure projects. ACCIONA first entered this region via The Philippines. In 2016, it was awarded a contract for the Putatan 2 brackish water potabilisation plant in Muntinlupa, at the southern end of the Greater Manila district (the country's capital), serving an area with a population of close to 6 million. The following year, it was awarded the construction of a cable-stayed bridge in Cebu worth 400 million dollars.
