Manila Water Company, Inc. is the exclusive provider of water and used water services to over six million people in the Manila Water Concession, particularly the East Zone of Metro Manila and Rizal Province.

Clark Water, a Manila Water Non-East Zone operating unit and the sole provider of water and wastewater services for the Clark Freeport Zone (CFZ), has achieved an impressive feat in keeping its non-revenue water (NRW) levels at par with the best in the world.

For the first 5 months of 2025, Clark Water has maintained an average of 4.88% NRW level within its service area, significantly reducing water losses and increasing water availability for its customers. The World Bank recommends that NRW should be kept at below 25% of all water produced by a water supply provider.

Advanced supply and pressure management measures have been implemented through the installation of Pressure-Reducing Valves (PRVs) and data loggers across the network

At the heart of this initiative is the strong collaboration with Clark Development Corporation, its locators and other stakeholders like Clark International Airport Corporation (CIAC) and the Department of Transportation (DOTr).  These partnerships are instrumental for an effective NRW management inside the Clark Freeport Zone by supporting implementation of infrastructure upgrades and enabling faster response and resolution to water leaks while integrating Clark Water’s initiatives into their broader water security and sustainability strategies.

To further support this effort, water supply operations have been optimized to align with customer demand patterns. This approach ensures efficient energy use while managing system pressure to reduce stress on pipes and minimize leakage. Complementing this is the development and implementation of data driven decision thru storage tank rule curves, which help maintain optimal water levels, prevent overflows, and support balanced water distribution.

A proactive meter management policy has also been introduced, focusing on the regular inspection and replacement of defective and aging water meters. This ensures accurate measurement and billing, a critical component in reducing NRW. Additionally, the in-house network maintenance team is now equipped to respond swiftly to leaks, ensuring quick isolation and repair to minimize water loss.

Advanced supply and pressure management measures have been implemented through the installation of Pressure-Reducing Valves (PRVs) and data loggers across the network. These tools enable precise control of water pressure and real-time monitoring, further reducing the risk of leaks and bursts.

Underlying all these efforts is the team’s deep understanding of the water network and valve locations, which ensures efficient system management and rapid response to operational issues. Continuous capacity building and community engagement also plays a major role for an effective NRW management.
