Central Coast Council, located in New South Wales, Australia, has launched a major infrastructure initiative to upgrade the Charmhaven Sewage Treatment Plant (STP), a critical facility serving communities in the northern part of the Central Coast region. The AUD 144 million project is designed to expand treatment capacity while protecting public health and local waterways.
Construction has begun in March 2026 and is expected to be completed by mid-2028. Central Coast Council has appointed BMD to deliver the works, with approximately 20% of the contract value anticipated to be undertaken by local suppliers and contractors, supporting regional businesses and industry. The upgrade will modernise treatment processes and address increasing demand linked to population growth, as the current plant has reached capacity and requires expansion to maintain compliance with environmental and regulatory standards.
The project encompasses a comprehensive upgrade of treatment systems and supporting infrastructure, including structural, mechanical, electrical and civil works, as well as the integration of advanced control and monitoring technologies. Upon completion, the facility will be able to service up to 75,000 Equivalent Persons (EP), with capacity to expand to 150,000 EP in the future.
Beyond increasing capacity, the upgrade is expected to enhance operational performance and reliability, while delivering improved environmental outcomes at the Norah Head Ocean Outfall. The existing plant will continue operating safely throughout construction, ensuring uninterrupted wastewater services for the community.
The project is funded through the Council’s long-term financial plan and will be supported by future revenue under the Independent Pricing and Regulatory Tribunal (IPART) pricing determination, including contributions from developers.
By investing in modern wastewater infrastructure, Central Coast Council aims to ensure resilient and sustainable sewerage services that can support long-term regional growth while preserving the surrounding environment.
