New water treatment plant to support semiconductor manufacturing in Germany

HOCHTIEF has been awarded a contract by SachsenEnergie to design and construct a river water treatment plant in Dresden, Germany, aimed at supplying industrial water to the region's semiconductor sector.

The facility will draw water from the Elbe River and is expected to begin supplying industrial users from 2030. Dresden is home to one of Europe's largest semiconductor industry clusters.

The contract is valued in the three-digit million euro range.

“This project underscores our strategic focus on high-growth future markets such as semiconductors, energy, and sustainable infrastructure,” said Juan Santamaría, Chief Executive Officer of ACS Group and HOCHTIEF. “By combining design, delivery and operational expertise, we are helping secure critical industrial water supply while supporting the sustainable development of a key European technology hub.”

Under a two-stage procurement model, HOCHTIEF will first undertake the design phase, which is scheduled to run until April 2028. Construction is expected to begin in mid 2027, followed by a one-year trial operation period and a multi-year maintenance contract.

The project includes the turnkey delivery of a high-capacity water treatment plant, covering building construction, plant engineering, and process engineering. Once operational, the facility will serve as a central supplier of industrial water for semiconductor manufacturers in the Dresden region.
