Oman has invited international contractors to submit bids for the construction of a flood-protection dam at Wadi Al Khoudh in the Wilayat of Al Seeb. The project is being advanced under a climate resilience programme supported by the Islamic Development Bank (IsDB).
According to a procurement notice issued by the IsDB, the Ministry of Agriculture, Fisheries and Water Resources has requested sealed bids from eligible contractors for the project. The submission deadline is set for August 9, 2026. The tender will follow international competitive bidding procedures.
The Wadi Al Khoudh dam is part of a wider Climate-Resilient Flood Protection Dams Project financed by the IsDB. The broader programme includes planned flood-protection works at Wadi Al Khoudh in Al Seeb, Wadi Rijma in Liwa, Wadi Majlas in Qurayat, and Wadi Ahin in Saham. It also includes Saham Agriculture City and an institutional development and capacity-building centre focused on water management and related planning.
IsDB documents have valued the overall programme at more than $600 million. This figure refers to the full programme and not to the Wadi Al Khoudh dam alone.
The project was previously referenced in Royal Decree 21/2013, which designated the construction of a flood-protection dam at Wadi Al Khoudh in Al Seeb as a public utility project.
Flood management in Al Seeb is linked to infrastructure resilience in Muscat Governorate, including transport networks, utilities, and urban development areas that can be affected during severe weather events.
