PUB, Singapore’s National Water Agency, has appointed a joint venture between Binnies Singapore, part of the RSK Group, and AECOM to deliver professional engineering services for the Phase 3 expansion of Changi Water Reclamation Plant (WRP). Located in the east of the country, Changi WRP is one of the world’s largest used water treatment facilities and a cornerstone of the Deep Tunnel Sewerage System (DTSS).
The third expansion phase will increase treatment capacity by up to 96 million gallons per day, strengthening Singapore’s long-term water resilience. The joint venture will oversee preliminary design, conduct a cost-benefit analysis, and deliver environmental and engineering studies to support future expansion. Detailed design and construction supervision will also be part of the contract scope.
William Yong, Managing Director of Binnies Singapore and Board Member of the joint venture, said: “The project aims to increase the capacity of the used water treatment facility and improve its overall operational efficiency. To achieve this, advanced used water treatment technologies will be introduced, enhancing the site's efficiency and space utilisation. A central focus of our efforts is the development of a future-ready masterplan that ensures the long-term sustainability and resilience of Changi WRP.”
AECOM executives echoed this commitment. Once commissioned, the Phase 3 expansion will further reinforce Singapore’s global leadership in advanced water reclamation and sustainable water management.
