SUEZ and Empresa Pública de Águas de Luanda (EPAL E. P.), the public water utility serving the provinces of Luanda, Icolo, and Bengo, have initiated a €100 million contract aimed at modernising water supply systems across the three provinces. Signed in 2022, the three-year agreement officially began implementation in April 2025 and is set to benefit approximately 12 million residents.

The project is part of broader efforts by Angolan authorities to improve water infrastructure nationwide. These efforts address the need for a consistent and high-quality drinking water supply, which remains a significant concern in Angola and is increasingly affected by climate-related pressures.

The contract includes three main areas of focus:

  • Expansion of water production capacity, involving upgrades to five existing water treatment plants in the capital and the installation of new facilities, including three Compact Units supplied by SUEZ.
  • Enhancement of distribution performance, through the deployment of an intelligent real-time monitoring system for infrastructure and networks, as well as efforts to detect and repair leaks in the water network.
  • Improvement of customer service, featuring a modernized billing system and the installation of 9,000 smart water meters to allow real-time monitoring and better consumption management for customers.

In addition to these operational goals, the contract incorporates a skills development initiative for EPAL personnel. This includes the use of the WIKTI methodology developed by SUEZ, which assesses individual and team competencies and supports the creation of tailored training programs.

SUEZ has had a presence in Angola since the 1970s. The company has previously constructed several water treatment plants, including the Kifangondo facility, which was rehabilitated in 2016. SUEZ is currently involved in the construction of the BITA water production plant, scheduled for completion by the end of 2026.

The company's continued engagement in Angola was underscored in January 2025 by the signing of a new memorandum of understanding with EPAL E.P., with the intention of extending their collaboration beyond 2028.
