The Municipality of Tashkent, the Ministry of Housing and Communal Services and SUEZ have signed an innovative and pioneer contract aiming to modernize the Uzbek capital’s water and wastewater networks and improve the management of its water company Tashkent Shahar SuvTaminoti (TSST), in line with the highest international standards.
This 7-years contract includes the implementation of latest solutions for smart water management as well as a transfer of know-how to TSST. The partnership is based on both an innovative approach of joint-management of TSST and a close monitoring of value creation through the tracking of key performance indicators.
Tashkent, the vibrant capital and largest city of Uzbekistan, home to 3.5 million inhabitants, is experiencing fast demographic growth and strong economic development. To cope with the increase in drinking water demand and rapidly ensure continuity of service 24/7 for an ever-growing number of citizens, real estate projects as well as flourishing businesses and industries, the Municipality of Tashkent and SUEZ, together with the Ministry of Housing and Communal Services, will jointly implement a tailor-made action plan: the Tashkent Water Transformation Plan” (TWTP).
Thanks to the strong collaboration and SUEZ extensive experience, over the next 7 years, the TWTP will aim to improve the day-to-day management of water demand and supply through the implementation of smart and digital management tools connected to a real-time control monitoring system. Water losses will be reduced to meet highest international standards through the implementation of diagnosis instruments and the use of advanced techniques for leak detection and repairs. A sustainable level of consumption will be reached thanks to the implementation of a full advanced metering program. The TWTP also targets to increase citizen satisfaction through first class customer services as well as provide technical and managerial assistance with a transfer of know-how to TSSTs employees. Moreover, by training thousands of Uzbek water professionals on-site and abroad in the framework of the “Uzbekistan Water Academy” the TWTP will raise the next generation of Uzbek leading managers and water specialists.
This innovative contract both in content and shape, jointly designed with several ministries, government agencies and local authorities, is perfectly in line with the State’s approach to upgrade and expand public services for all citizens with the support of advanced foreign expertise. It will be a pilot for the modernization of Uzbek water sector and showcased in the whole central Asian region.
