The Asian Development Bank (ADB) has approved a $230 million loan to support a major upgrade of Chennai’s water supply and sanitation infrastructure, with the project set to improve services for approximately 4.5 million people across the Greater Chennai area.
The investment responds to the growing pressure that rapid urbanisation has placed on the city’s water and wastewater networks. While Chennai is India’s fourth-largest city and a key industrial centre, its infrastructure has struggled to keep pace with expanding demand. The programme also aligns with the Government of India’s urban development priorities, including the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 and the Urban Challenge Fund, while extending ADB’s long-standing engagement in the city’s water sector.

The works will include the construction of more than 170 kilometres of new water supply and sewer pipelines, together with the upgrading of seven water pumping stations and 38 sewer pumping stations. The project will also introduce performance-based contracts to strengthen utility asset management and improve operational efficiency.
“ADB’s financing will improve access to safe and reliable water supply and better sanitation services across Chennai,” said ADB Country Director for India Mio Oka. “The project will also help strengthen the city’s resilience to climate change, improve public health and quality of life, and support a more efficient and financially sustainable urban water system.”
A key feature of the initiative will be the implementation of a comprehensive ring-main water distribution system, making Chennai the first Indian city to adopt this approach. The closed-loop configuration is designed to maintain balanced water pressure across the network, increasing the reliability and equity of water distribution while strengthening resilience to natural hazards.
The project also places a strong emphasis on digitalisation. ADB will support the introduction of real-time monitoring and data-driven operational tools to improve service delivery and customer responsiveness. Advanced technologies will also replace hazardous manual sewer inspections, enabling faster blockage detection, improving worker safety and preparing distribution networks in at least two Greater Chennai zones for future investment.
